ARCA electronic invoices for WhatsApp sales in Argentina: what to ask and when to invoice

Selling on WhatsApp in Argentina does not change your duty to invoice. When to issue, what data to ask a consumer for and what an agent does.

If I sell on WhatsApp in Argentina, when must I issue the electronic invoice and what data do I ask for?

The channel changes nothing: if you are VAT registered, exempt or under the monotributo, a sale closed on WhatsApp is invoiced with an electronic document authorized by ARCA, the successor of AFIP. For a final consumer, a sale of goods is invoiced when the goods are delivered or made available, or earlier if you collect earlier, in full or in part. You only need to identify them by DNI, CUIL or CDI when the transaction is ARS 10,000,000 or more, or by CUIT if they ask for it to deduct it from income tax. The document has no tax effect until ARCA assigns its CAE. An agent can gather the data and leave the sale ready; your invoicing system issues it. This is not tax advice.

The question nearly always arrives the same way: «if I close the sale on WhatsApp, do I still have to invoice?». Yes, and the channel does not change the rule. Since Decree 953/2024 the authority is called ARCA, the Customs Collection and Control Agency, which succeeded AFIP with the same powers. What chat does change is when you collect, and that can bring forward the moment to invoice.

Who has to issue electronic invoices?

ARCA states that VAT registered, exempt and monotributo taxpayers must issue electronic invoices or use fiscal printers. The electronic documents regime is RG 4291/2018, and the class depends on who sells and to whom:

Who sellsTo whomClass

Monotributista or VAT exemptAny buyer, except exportsC

When is a sale closed on WhatsApp invoiced?

Article 13 of RG 1415 sets the moment for transactions with final consumers. For a sale of goods, the invoice is issued when the goods are delivered or made available; if you collect the price earlier, in full or in part, it is issued at that moment. For services, when the service is completed, or at collection if payment comes first.

On WhatsApp the usual pattern is to collect first with a payment link and deliver later. In that case the confirmed payment, not the delivery, is what triggers the invoice.

What data do I ask the customer for in the chat?

SituationWhat you ask forRule
Final consumer, transaction under ARS 10,000,000Nothing mandatoryRG 1415, Annex II
Final consumer, transaction of ARS 10,000,000 or moreDNI, CUIL or CDI; for a foreigner, their ID or passportRG 1415, Annex II (RG 5866/2026)
Final consumer asking for an invoice with CUIT to deduct from income tax, whatever the amountTheir CUITRG 1415, Annex II (RG 5866/2026)
VAT registered business asking for a class A invoiceTheir CUIT and VAT statusClass A documents

For an identified final consumer, the same item allows the surname, name and address to be filled with the letters «NR», for not required. RG 5700/2025 set the ARS 10,000,000 threshold, and RG 5866/2026 rewrote the item from July 1, 2026. Asking for more than needed does not help: you also have to protect it under Law 25,326 on personal data.

What does an agent do and what does your invoicing system do?

StepThe agent on WhatsAppYour system and your team
Identify the customer and the orderYes
Ask for the ID only if the amount reaches the threshold, or the CUIT for a class A invoice or an income tax deductionYes
Quote with prices and stockYes, in Alegra
Share the payment link and confirm the paymentYes, with Mercado Pago
Issue the document and obtain ARCA’s CAENoYes, your invoicing system
Deliver the document to the customerNoYes, once the CAE is assigned

The reason for the line is the same in any country: an authorized document with an error is not deleted, it is corrected with a credit note. Preparing is cheap to review; issuing has tax consequences.

How Meteor does it

  • Payment, with Mercado Pago. With Mercado Pago, the Met creates the Checkout Pro link, receives the payment notice through a signed webhook and checks its status. The connector recognizes the Argentine account you connect, and the chat never receives card data.
  • Everything around the invoice, with Alegra. The Alegra sheet lists Argentina as supported. On WhatsApp, the Met identifies the customer, looks up prices and stock and creates quotes. The draft sales invoice with approval is created from the web platform, because the connector refuses that tool when the request comes through a channel.
  • Meteor does not issue before ARCA. There is no integration with ARCA or its web service, and no Meteor connector requests the CAE. Issuing and delivering the document stay in your invoicing system.
  • You tell the Met what to ask for. The Met’s prompt is content in your workspace: that is where you instruct it to ask for the ID only when the transaction reaches the current threshold, or the CUIT when the customer wants a class A invoice or asks for it to deduct from income tax.

What this is not

This is not tax advice. The resolutions are cited by number from their text on InfoLEG, Argentina.gob.ar and ARCA’s pages, accessed on October 28, 2026. ARCA amends its general resolutions often, and the identification threshold already changed in 2025: before changing your process, confirm it with your accountant and with the version in force.

Questions on this topic

According to ARCA, a VAT registered seller issues class B to final consumers, exempt and non-covered buyers, and class A to another VAT registered business or a monotributista. A monotributista issues class C, except for exports, and a VAT exempt seller issues class C too.

No. Annex II of RG 1415, as worded by RG 5866/2026, requires DNI, CUIL or CDI when the transaction is ARS 10,000,000 or more. In addition, whatever the amount, the buyer’s CUIT goes on the invoice if they need it to claim the deduction in their income tax return. Outside those cases, the invoice can go without identifying them.

For a sale of goods to a final consumer, article 13 of RG 1415 sets issuance at delivery or when the goods are made available, but if you collect the price earlier, in full or in part, the invoice goes at that moment. Mercado Pago’s payment notice is a good trigger for the invoice, and the payment on its own is not the tax document.

The Electronic Authorization Code ARCA assigns to each document. RG 4291/2018 says that without it the document has no tax effect toward third parties, and that it is made available to the buyer once assigned. Your invoicing system requests it, through ARCA’s web service or from Comprobantes en línea, which includes the Facturador Móvil app.

It is the Consumer Tax Transparency Regime of Law 27,743. RG 5614/2024 requires documents issued to final consumers to show the VAT included and the other national indirect taxes, and since April 1, 2025 it is mandatory for every covered taxpayer. How it applies to a monotributista’s class C invoice, confirm with your accountant.
